The city's voter turnout rate during the 2021 election was 10.35 percent.
Tests will be available to pick up between Feb. 7 and 11 at local locations.
Residents can use the grants, which began in 2005, on down payments or closing costs.
The project needs $9 million to $10 million to launch.

The new building — a project that has been in the works for 20 years — includes spaces for the city and the university.
Whitney will be sworn into her new role on Tuesday.
