The council unanimously passed a resolution Tuesday night acknowledging the systemic and structural racism in the city.
The meeting lasted nine hours.
The speaker is also running to be next year's vice president.

The resolution would add at least ten scooter parking zones to campus.
About ten residents spoke up regarding the ordinances.
The bill is set to be proposed in the state legislature in January.
Construction will probably begin in a year, Mayor Patrick Wojahn said.
City staff gave the recommendation with conditions, such as including accommodations for a public sidewalk along Knox Road.
The senate is working to solidify recommendations for a formal policy by February.
