City staff gave the recommendation with conditions, such as including accommodations for a public sidewalk along Knox Road.
The senate is working to solidify recommendations for a formal policy by February.
The update comes shortly after the city council voted to secure $14 million in bonds to fund the project in August.
The project was originally estimated to cost $4,000.
If it were to take effect, the body's proposal would apply to both midterms and finals.
The measure passed 32-4 with no abstentions.
