Union members rallied at a protest in College Park on Tuesday.
All students and employees will be provided two face coverings.
Community members have openly opposed the new regulations.
The testing announcement follows USM guidance.
The announcement comes after in-person undergraduate instruction was delayed by two weeks.
Several College Park hotels are offering students discounted long-stay packages for the fall semester.
"If it has to happen, then we’ll vigorously defend them in the courts.”
The delay will allow the university to implement campuswide COVID-19 testing, Pines wrote.
“[Students] need the campus environment as much as they need our courses.”
